Pune Launches Maharashtra’s First Model Sub-Registrar Office for Faster Property Registration

PUNE: Maharashtra’s first model sub-registrar office has been launched in Pune, marking an initiative to streamline and digitally transform property registration services and make them faster, more transparent and citizen-centric.

VFS Global, a global provider of technology services for secure global mobility, in consortium with WE Excel Software Pvt. Ltd., has launched the first model sub-registrar office in Maharashtra in Pune.

The technology-enabled, state-of-the-art centre is designed to provide efficient citizen services through modern infrastructure, digital systems and a streamlined service delivery model.

The inauguration of the model sub-registrar office was held on August 13, 2026, by Maharashtra Revenue Minister Chandrashekhar Bawankule. The event was attended by Ravindra Binwade, Inspector General of Registration (IGR), Government of Maharashtra; Jiten Vyas, Chief Commercial Officer and Head of Business Development, VFS Global; and other government dignitaries.

Speaking at the inauguration, Maharashtra Revenue Minister Chandrashekhar Bawankule said, “The launch of Maharashtra’s first Model Sub-Registrar Office in Pune marks an important milestone in our efforts to modernise property registration and make public services more citizen-centric.

Through this initiative, we are combining strong government oversight with modern infrastructure, digital systems and efficient service delivery to create a faster, more transparent and more convenient experience for citizens.”

Bawankule added, “The Model SRO programme is designed to address longstanding challenges such as overcrowding and long waiting times, while maintaining the highest standards of governance and regulatory compliance.

We are pleased to see the first centre become operational and look forward to expanding this model across the state in a phased manner.”

The model sub-registrar office programme is intended to use technology, modern infrastructure and professional service delivery to improve the overall property registration experience for applicants.

VFS Global and WE Excel Software to Launch 60 Model SROs

Earlier in 2026, VFS Global, in consortium with WE Excel Software Pvt. Ltd., won a five-year contract from the Inspector General of Registration and Controller of Stamps under the Government of Maharashtra.

Under the contract, the consortium will launch 60 state-of-the-art model sub-registrar offices across Maharashtra in a phased manner.

The consortium will undertake the end-to-end setup of the model sub-registrar office network across the state. This includes deploying digital infrastructure and trained service delivery teams aimed at modernising property registration services.

The Model SROs will function as an optional service, while existing government offices will continue to operate.

Model SRO Programme to Expand Across Maharashtra

The launch of the Pune model sub-registrar office is the first step in the planned phased rollout of the initiative across Maharashtra.

In Phase 1, four more Model Sub-Registrar Offices are planned across Mumbai, Thane and Nagpur.

The broader programme envisages 60 model sub-registrar offices across the state under the five-year contract awarded to the VFS Global and WE Excel Software consortium.

The initiative is aimed at creating a modern property registration environment through end-to-end digital infrastructure, improved facilities and trained service delivery teams while government offices continue to provide existing registration services.
